ROBOCOPS AND THE GLOBALIZATION OF LOCAL POLICE

Vladimir Lenin called them useful idiots.

In the wake of the murder of police officers in Dallas, as if there hasn’t been enough pain and suffering, death, division and hatred spewed from the race baiters, the useful idiots are playing right into the hands of the globalists by organizing yet another protest to cause chaos, anger and confusion.     They are stirring the pot.

This time anonymous, (who I have long suspected of being a CIA COINTELPRO controlled opposition operation,) is coordinating efforts with BLACK LIVES MATTER to conduct a nationwide DAY OF RAGE protests slated for Friday, July 16, 2016 to protest police brutality.

The Day of Rage with no doubt be just that. Where all of the useful idiots will come out of the woodwork to create more chaos and commit more crime.

Claiming to be for black lives, the Black Lives Matters Movement is merely a hate group, arousing anger and hated while ignoring the biggest problems of violence facing the black community, which is not police killing blacks, it is planned parenthood killing blacks, followed by blacks killing blacks.

But these facts are ignored by both the media and the BLACK LIVES MATTER crowd since they do not forward the true Marxist agenda of change due to social chaos via the Cloward-Piven Strategy.

Clearly, the Black Lives Matter planned day of Rage will no doubt evolve into chaos fueled by hate anarchists and paid agitators from MEDIA MATTERS or any number of so called activist groups funded by globalist George Soros.

What these well paid and cared for useful idiots do not realize is that their rage against cops and whites in general do not help their cause, but rather plunge society FORWARD into an authoritarian technotronic police state.

 

GOOD COP BAD COP

There is absolutely no excuse for police brutality and police executing suspects.

There is also absolutely no excuse for assassinating police officers, or blowing up suspects with robot bombs.

For the last decade, Police Departments  have recruited a new crop of bad cops that have been intentionally filtered into law enforcement to fuel chaos and civil unrest.

These steroid junky ticking time bombs and others unsuitable for law enforcement have to be weeded out.

But the really important question that is never asked of Police Officials is:

“How did these bad cops get hired in the first place?”

The answer is simple. It is by design.

Like every other institution in this Nation the police have been infiltrated at the highest level to accomplish the final stage of the Great Work.

Bad cops were in fact selected because of their tendency toward violence.

If 1 in 100 officers meets the aggressive criteria the agitators are looking for these aggressive cops will ultimately to their own end act out on their own realizing the goal of more chaos.

Once initiated into the Fraternal Order of the Police, the actions of those officers appear to be random and indeed not indicative of the actions of the 99% of good, honest, hardworking cops.

But with media help, a stigma is created to fuel the fires of dissent and division.

Law enforcement officers only solution to the tensions created by decades of police brutality is to break the Blue Wall of Silence and stop treating bad cops like Freemason Brothers and covering up for their crimes and weeding out these bad cops from the system.

But like Freemasons, whose motto is “Order Ab Chao”, or Order Out of Chaos, Police Officers take care of their own and in doing so create further chaos.

The recent assassination of police officers in Dallas has been used as yet another act of chaos designed to instill fear and as you will soon learn, set the stage for the designed coup by the United Nations Strong Cities Network to take over the role of local law enforcement due to “extremism”.

The script has been written long ago and now we are watching it play out in real time.

DEMORALIZATION AND IDEOLOGICAL SUBVERSION

America has been plagued by violence, demoralization and ideological subversion for decades. Since the New Wave Cinema of the 1960’s counter culture, Hollywood and the music industry have increasingly used graphic violence, sex and depravity and Luciferian symbolism as key themes in movies, TV shows and music videos.

When we look back at history it is glaringly obvious to recognize, despite industry insider’s continuous denials, that Hollywood is and has always been responsible for affecting the behavior of society and they too must take blame for the rise in violence, crime, drugs, divorce, suicide, promiscuity, racial division .

Hollywood claims they are only depicting society as they engineer it both subliminally and subconsciously.

Before the counter culture movement there was always violence and sex in movies, but a dramatic shift occurred around the same time the civil rights movement began to gain steam.

Graphic violence, nudity, graphic sex and Satanism began to proliferate cinemas with movies like Bonnie And Clyde (1967), The Defilers (1965) and Rosemary’s Baby (1967).

We can look back to the Hollywood anti-hero gangster films of the 1930’s which lionized murderers. Gangsters like Al Capone and John Dillinger became celebrated pop culture celebrities despite their murderous evil deeds.

This was the beginning of conditioning the masses to embrace evil charismatics as role models. The Godfather and later the Sopranos took it one step further and made you feel like Michael Corleone and Tony Soprano were members of the family. Sure they are murderous criminals, but look how rich and cool they are. I want to be like them.

While claiming to be moral fables, gangster films actually promoted public opinion in favor of people such as Bonnie and Clyde and John Dillinger who became celebrities thanks to Hollywood portrayals of the 1930’s Thug Life as cool and alluring by casting popular actors like James Cagney and Edward G. Robinson as likeable sociopaths.

The Pavlovian conditioning continued in the black community with same violence and sex in the Black Exploitation films of the 1970’s and the Neo-Black Expoitation thug culture we see in films and music videos today.

Today we have 50 Cent, Ice T, Snoop Dogg, DMX, N.W.A. selling the Thug Life and Jay Z, Beyonce and Kanye West, Rhianna and others, (Pink) selling the Luciferian Mysteries of Freemasonry.

These role models promote crime, drug use, sex, depravity and Chaos straight out the New World Order playbook.

How many kids grew up to be Thugs thanks to Cagney and Robinson, I do not know, but I do know that the Thug life and gansta rap have fundamentally transformed America, and like Obamas fundamental transformation of America, the results have been much the same, social chaos that is cool.

What I do know is that today there is no more persuasive force for young people than Hollywood and the Music business who deserve just as much blame for the rise of chaos and racial tension as does Micah Johnson.

America’s five decades long decline has been fed and sustained by Hollywood and mass media pop culture with movies, music videos cluttered with gun violence, sex, depravity, Satanism and call all of it “art”.

While Hollywood glorifies gun violence it calls for control. This art has helped the social controllers lead us down the path we are on, escalating the constant fanning of the flames of racial tension while ignoring statistics that are much more significant to the lives of black Americans to keep the people divided and to keep the race pot boiling.

To keep the eyes off the prize.   And that prize is Our liberty.

The moral and ethical decline is obvious for anyone who takes the time to notice, but the black community has been the most targeted by these propagandists.

SAME PROBLEMS, SAME SCAPEGOAT

All of the decade long growing civil unrest we are witnessing is part of a long term agenda to create chaos and to frighten and outrage the people into demanding action. Action that never addresses the primary causes, but always calls for gun control.

Once again as if it is a surprise, Obama didn’t call out racist extremist Micah Johnson who planned to blow up sites in Dallas with explosives, or ask for unity. No. Speaking from Poland, Obama once again blamed guns and dismissed any other cause for the mass shooting psyop.

Although the shooters planned to blow up a bomb it is once again it is the guns not the criminals and their crime that takes center stage. Criminals do not obey laws so gun control only weakens the population’s ability to defend itself.

We can see this clearly in Chicago. Detroit is a different story. Crime was rampant. The police commissioner told citizens to arms themselves.

They did. And crime has dropped dramatically. But these realities cannot be included in the discussion since gun control is not about keeping people safe, it is about disarming them.

This becomes more and more obvious after each of these tragedies when the same rhetoric is touted and the crimes and the criminals acts are marginalized.

Well what do you expect from an experienced communist community organizer wishing to transform America and lead the willfully compliant herd into a 3rd world banana republic.

Of course, I am a racist for pointing this out, since Obama is black. The true intolerant racists in America are former 60’s radicals hold high positions of power and influence in the White House and the Dept. of Justice.

All of the civil unrest has been caused by the interloper in chief and his accomplices in the Race Baiting Industry.

In the mind of Our dear leader racism played no role in the Dallas Shooting. Obama is not delusional. He is divisive and very deceptive. He knows the truth and he knows exactly what he is doing.

The current and future “extremist” attacks are all like dominoes set to fall into the United Nations Strong Cities Initiative. Not the United Nations Safe Cities, but Strong Cities t implying force. And there will be force.

What we are witnessing is the catalyst of the implementation of the Global Police Force that has been warned against since the founding of the anti-American subversive United Nations.

Make no mistake about it. As badly as things have turned out in the last 7 1/2 years there are no errors. Everything Obama and his global mainstream media propaganda force has orchestrated and accomplished has been completely deliberate.

The Global Hidden Masters will no doubt pat him on the back with untold millions after he leaves office, as is tradition.

Obama and Hillary’s lies and “errors” were not mistakes.

They were necessary.

They are all a means to an end.   This is why Obama hasn’t helped the black community, but rather has divided it.

No. Obama didn’t make ANY dumb moves.  This Machiavellian deceiver promised to end the war in Iraq and pleased his constituents while knowing the Middle East would explode, as it has.

That was and is the plan. Destabilization. Chaos, confusion, discord, dissent and deception are the hallmarks of this Marxist manipulator.

No, Obama cast no blame on black racists or the division instigated by the Saul Alinksy inspired rhetoric we have seen played out for the last 7 1/2 years from the Great community organizer and deceiver in chief in the White House.

No. The cause of this and all mass shootings, or any shooting is guns.

It is always the guns.

Loretta Lynch chimed in the same tune and apparently sympathized more with the protestors than the fallen police and their families.

Obama ran for office under the guise of bringing unity and ending racism. White people voted him into office twice.

The only racism has come from Obama and his fellow adept initiates of the Brotherhood like the street agitators of chaos Freemasons Al Sharpton and Jessie Jackson.

Both Sharpton and Jackson have been frequent visitors to the White House, not to discuss bringing unity, but how to forge chaos, division and discord as they were taught by their heroes Saul Alinsky and Bill Ayers.

The unprecendented use of a military weapon to end the Dallas shooting foreshadows a dark and eerie future. Mass media manipulators are dismissing the danger calling the use of the robots innovative and where technology has led us. Indeed.

THE GROWING POLICE STATE

No one is talking about this giant leap into the deep waters of a growing police state. While Militarized SWAT teams are increasingly used in raids on private homes to illegally seize assets related to violations of US code from the bogus WARS ON DRUGS and TERROR to collecting rain water. Americans are targeted by Our gov’t to such a vast extent that in both 2014 and 2015 Federal Gov’t asset seizures topped property lost to burglary.

We are only a hair’s breath away from a full blown banana republic due to racial tension and the unspoken financial system that can and will collapse at any moment.

Obama only sought to limit the use of military equipment to control citizen protests, not the illegal searches and seizures as we have seen after the Boston Bombing and many other instances where riot police forced their way into people homes under the guise of protecting them and keeping them safe, as in the case with the Tsarnaev brothers.

DALLAS IS A BETA TEST PSYOP

Like in the aftermath of Hurrican Katrina, when authorities illegally confiscated American’s guns to keep them safe in 2005. If American’s didn’t want to be kept safe by giving up their guns they would be arrested.

Welcome to benevolent despotism and the continuation of the Great Work, a thousand points of light that have blinded the sensibilities and rationality of the herd into a fearful mob of useful idiots embracing their own servitude.

The Katrina beta test carried out with threats of tyrannical and unconstitutional imprisonment, law abiding Americans willfully surrendered their firearms and their freedom to the state.

Most American do not understand this, nor do they understand that the entire operation was a beta test. Now fast forward to 7/7/16 and the current beta test for public reaction to the use of a bomb to kill a suspect.

Although we see no evidence of a decline in the militarization of the Police we see unprecedented use of a Military weapon on US soil.

In May, 2015 the White House supposedly set limits on federal programs that provide military style equipment to local law enforcement agencies.

Although on paper Police have to not only get approval from their local governments for the procurement of these weapons, they supposedly also have to provide a “clear and persuasive explanation” for their requirement, like rising chaos from the agitator industry.

This list of weapons includes tracked armored vehicles, weaponized aircraft and vehicles, bayonets, grenade launchers and large-caliber firearms, according to a report.

This 2015 edict also alleges plans to repossess military equipment given to Police Departments nationwide, but so far no actions have been taken in either case.

In addition to weapons in the “prohibited” list, an interagency group also created a “controlled” equipment list, which includes wheeled armored or tactical vehicles, specialized firearms and ammunition, explosives and pyrotechnics, and riot equipment.

Apparently the unprecedented police use of a robot to kill the perp in Dallas with a bomb indicates the willingness to use what has already been stockpiled and despite talk of the removal of existing military tactical weapons from police departments nationwide, no action has been taken. And no one will.

In my view the call to demilitarize the police is a ruse to make Obama appear to be concerned about the increased militarization against protestors, but not average citizens and their 4th Amendment Rights.

Abiding by these limits requires enforcement which is not only lax, it is ignored. Which should surprise no one since adhering and applying the rule of law has become subjective and politicized over the last few decades. Most notably with the pass given to Hillary Clinton for her unauthorized use of a private server when head of the State Department.

Well, you have to break a few eggs to created a one world authoritarian socialism system.

HISTORY OF THE MILITARIZATION OF THE POLICE

There is a long history of militarization of the police, dating back to Prohibition and the creation of the FBI to combat the likes of Dillinger and Bonnie and Clyde who used machine guns against police armed with long rifles and .38 caliber hand guns

The same forces working to subvert America into socialism today stirred up the useful idiots in the 1950’s and 1960’s with civil unrest and race riots. This was all done to accomplish the rising police state we see today. And things will only get worse.

After the Civil War congress passed the Posse Comitatus Act of 1878 in response to civil liberties abuse of the Confederate States under US military occupation during Reconstruction. The law prohibited the use of the Military for domestic law enforcement.

After the law allowed State and local authorities to regain control of their police departments who were typically equipped with handguns, shotguns and batons for law enforcement purposes.

The Crime Wave of the early 1930’s grew out of the despair caused by the Oligarch designed Great Depression and set the stage for the rising Police State we see today.

The 1965 Watts Riots gave way to the trend of arming and equipping police forces with battlefield weapons. The special weapons and tactics concept originated in the late 1960s as a result of several sniping incidents against civilians and police officers around the country.

Wow does that sound familiar?

In the New Age of government run by radical leftists, when the gov’t says they are doing something to keep us safe . . .

RUN– AS FAST AS YOU CAN!

In 1971, upon critical examination of how each incident was managed by police, the leadership of the LAPD realized that an effective response to these dangerous situations was virtually non-existent.

Officer John Nelson presented the special weapons and tactics concept to inspector Darryl F. Gates. Gates concurred and approved the concept of a small group of highly disciplined officers utilizing special weapons and tactics to cope with these unusual and difficult attacks.

The first Special Weapons And Tactics (SWAT) Unit consisted of 15 four-man teams. Members of each team, who volunteered from the ranks of patrol and other police assignments, had specialized experience and prior military service. Each unit was activated for monthly training or when the need for special weapons personnel actually arose.

These units, known as “station defense teams,” provided security for police facilities during civil unrest. The SWAT personnel were assigned on a full-time basis to Metropolitan Division to respond to continuing action by subversive groups and a rising crime rate.

Speaking of subversives, Hollywood got into the propaganda game with the TV show SWAT. Hollywood also recently released a redux to influence the herd that SWAT teams are cool and necessary to keep us safe.

Researchers David N. Falcone, Edward L. Wells, and Ralph A. Weisheit describe a historical separation of police models between small towns and larger cities, which tended to function differently with separate hierarchical systems supporting each.

The militarization of both rural and urban law enforcement has been attributed to the United States’ involvement in wars during the 20th century, and to increasingly frequent encounters with violent protesters and criminals with automatic weapons, explosives, and body armor.

A big part of the militarization of the police was the designed WAR ON DRUGS which was ironic, since the CIA was smuggling Drugs and created the crack cocaine epidemic as was revealed by Pulitzer Winning Investigative Journalist Gary Webb.

The 1981 Military Cooperation with Civilian Law Enforcement Agencies Act signed by Reagan allows the U.S. military to cooperate with civilian law enforcement in violation of Posse Comitatus.

Operations in support of law enforcement include assistance in counter-drug operations, assistance for civil disturbances, special security operations, counter-terrorism, explosive ordanance disposal and other similar activities.

This allows the U.S. military to give civilian law enforcement agencies access to military bases and equipment.

The Act is cited in the 1992 essay The Origins of the American Military Coup of 2012 as having set a precedent that the author, a USAF officer, considered dangerous.

In 1997, heavily armed bank robbers in full body out gunned local patrol officers in a standoff in North Hollywod, California.

Police service pistols carried by the first responding officers had insufficient range and poor accuracy. A SWAT team eventually arrived and conveniently killed the suspects.

The ineffectiveness of the standard police patrol pistols and shotguns in penetrating the robbers’ body armor led to a trend in the United States toward arming selected police officers, not just SWAT teams, with heavier semi-automatic pistols and AR-15 rifles.

Once again, this incident was used a pretext for more gun control and restrictions against honest law abiding citizens and more militarization of the police.

Seven months after the incident, the Department of Defense gave 600 surplus M16s to the Los Angeles Police Department.

The 1033 program created by the National Defense Authorization Act of Fiscal Year 1997 as part of the U.S. Government’s Defense Logistics Agency Disposition Services (DLA) transferred excess military equipment to law enforcement agencies.

8,000 local law enforcement agencies participate in the reutilization program that has transferred $5.1 billion in military hardware from the Depatrment of Defense to local American law enforcement agencies since 1997.

Police departments have obtained surplus aircraft, bayonets, tactical armored vehicles, weapons, including grenade launchers, LRAD’s and watercraft.

THE WAR ON WE THE PEOPLE

After the Sept. 11, 2001 terrorist attacks a massive expansion of police militarization began to keep us safe, including the Unconstitutional, tyrannical Patriot Act, which stripped American’s rights to privacy and due process.

If you piece together the timeline and the many real shootings and gov’t false flag operations we have been subjected to, you can see how this agenda has weaseled its way into Our police departments and we see the results.

We all know how Big Bad Brother really is from NSA whistleblower Edward Snowden.

So is Our government trying to keep the people safe, or is it protecting the establishment insiders. Looking at the farce investigation into Hillary Clinton’s illegal private server and the answer is obvious.

The American People are the enemy of the forces pulling the strings of Our gov’t leaders. That is why the NSA was established, not to spy on Our foreign enemies, no. It was created in 1947 to spy on the American People.

We can all thank Edward Snowden for illuminating the herd to this fact. But do the herd care?

Do you care?

Do you care that Our government is controlled by a consortium of billionaire and trillionare globalist socialists working to destroy the sovereignty and culture of America to benefit their financial objectives and complete the Great Work by ruling over us with a benevolent despotism.

This is a fact. In fact, the elite are so proud of they write books on it.

Since 9/11 SWAT teams have also sprung up in small cities, where police forces are less likely to deal with mass scale unrest which brings one to wonder, why?

Also why are more that 800 FEMA camps now activated and prepared for civil unrest. Because the shadow government is causing the civil unrest. We will see more violence, more division, more hatred and more shootings. Despite all of Obama’s rhetoric about logical gun control, the entire argument of gun control is illogical.

Obama claims he is not after American’s guns. But Obama also said if you like your insurance and you like your doctor, you can keep your insurance and keep your doctor.

 

IT IS TIME TO WAKE UP

Although homelessness in the U.S. has seen a 9 percent decline since 2007, economically demoralized cities run by liberal demo-com machines have seen a dramatic increase in their homeless populations.

195 of every 100,000 people were homeless in 2013 in the U.S. The closest state average of homeless population was Colorado, who came in at 193 per 100,000.

The highest rates of homelessness among states are democrat socialist states like Hawaii with 465 homeless per 100,000 people, followed by New York State with 399 homeless per 100,000 people, most of which are located within the confines of the 5 boroughs of NYC. Next on the list is the communist state of California at 367 homeless per 100,000 people.

ENVIORNMENTAL DISASTER CAUSED BY EPA REGULATORS

The EPA recently caused the one of the worst environmental disasters in U.S. history by intentionally poisoning the environment they are supposedly tasked with protecting.

The Environmental Protection Agency was working on a mine when the spill occurred, dumping millions of gallons of toxic pollution into the river turning the Animas River mustard yellow.

As a result, water tested by the EPA confirms high levels of arsenic and lead. More than 3 million gallons were spilled into the Animas, whose waters flow into the San Juan River and the Colorado River.

The liars at the EPA says it’s not harmful to humans, and the fish they’ve monitored after the spill haven’t had extraordinary death rates.

Really?    Use your own common sense there, folks.   I don’t think so.

People living along the Animas River who consume the water are rightly concerned with the potential long-term health problems associated with the spill.

EPA mouthpieces say the water is moving fast enough so that the metals will disperse along the river until they return to normal levels.

At a gathering of residents including the EPA regional director, the owner of a river-rafting asked, “When can we be open again?” according to The New York Times.

“All I hear is a handful of ‘gonna-dos,’ ” the owner noted. “What should I tell my employees?”

Tell them to start looking for a job.

Looks like the EPA has taken care of business by putting that river rafting business out of business. Who is going to pay for his lost business? Or the dangers to the environment. Is the EPA going to fine itself?

A letter to the editor received a week before the “accident” was published in The Silverton Standard & The Miner local newspaper, composed by a retired geologist that detailed the exact occurance of the disaster as a ruse to secure superfund money for the EPA.

Since the EPA’s first plan to clean out the mine failed miserably, resulting a toxic waste distaster, there is now sufficient justification for the construction of a new treatment plant at taxpayer expense. How convenient.

Yes, it appears the EPA leaked millions of gallons of toxic waste on purpose. Either the Animas River distaster is a false flag designed to justify additional taxpayer funds, or the EPA is so incompetant in its operation that it must be immediately abolished before causing any more harm on the environment, the States, the American people, our industry and commerce.

The Leftist ideology today can be simply described as a bunch of selfish narcissist control freaks who cry when they don’t get their way and want to silence all opposition to their views because they cannot win in the forum of true debate.

It would require too much reflection into their own faults. Too much cognitive dissonace to wake up to their own shortcoming. Only others have shortcomings.

So the strive for socialism continues, despite the tragic history of the past, the new socialists will get it right this time.

Einstein once said that “the definition of inasanity is doing the same thing and expecting a different result”.

Yet, these stubborn fools continue placing restictions on humanity.

How much water can be in our toilets, what light bulb to use, how much to tax for miles we drive, or fine for collecting water.

Democrats are delusional to believe their politically correct agenda of fairness and equality are helping society.

They are helping society decline both economically and morally. Democrat policies exist as the detriment of the socio-economic prosperity.

THE DEATH PENALTY HAS BEEN BANNED IN CONNECTICUT — UNLESS YOU ARE BEAR

Why did they kill the bears in Connecticut? The State claims it is to keep We the People safe.

So if bears are given the death penalty to keep Connecticut residents safe, why did the State recently ban the death penalty for low life scum of the earth rapists and murdererous criminals?

Are bears really more of a threat to humans than cold blooded rapists and murderers?

Yes, according to the State of Connecticut, who established GUN FREE ZONES at schools and public venues where armed criminals who do not obey laws can run rampant, leaving children and the public vulnerable to mass shootings.

For that matter, infringing on the 2nd Amendment rights of honest, law abiding citizens, who can actually help to protect the public in the event of evil and chaos, in favor of criminals, who do not obey gun laws, or any laws– After all, they are CRIMINALS.

The State is endagnering the public by allowing conditions for chaos and mayhem to fester.

These illogical measures to keep Connecticut residents safe will ultimately lead to more violence and mass shootings.

History of Asset Forfeiture

Forfeiture has been used, literally since ancient times, to take property wrongfully used or acquired.

References to forfeiture in the Old Testament[1], Greek[2] and Roman[3] law indicate that its purpose was to exact a penalty against property which had been used or acquired in connection with some type of prohibited conduct.

In modern times, forfeiture is supposed to be used to protect the public from harmful products and the property of criminal enterprise.[4]

The first statute authorizing civil forfeiture was enacted by Congress in 1789 as a sanction for the use of ships in customs violations.[5]

In 1978, Congress expanded the law to permit forfeiture of all money used in, or acquired from, the illegal drug trade, setting the stage for the massive crime spree and on going wealth swindle of the American People [6].   In 1984 the collectivists in Congress added to the tyranny by authorizing the forfeiture of real property.

[7] Federal civil and criminal forfeiture statutes now reach substantially the same offenses and type of property. All fifty states and the District of Columbia now have some type of civil and/or criminal forfeiture statute in effect.

[8] As a result, criminals are deprived of their working capital and their profits, thereby preventing them from operating. A secondary benefit of forfeiture laws is that forfeited property, or the proceeds of its sale, has been turned over to law enforcement and is used to fight against crime.

But this has not only been abused by Law Enforcement, it  deprives millions of honest law abiding citizens their constitutional rights to due process where victimized citizens must prove their innocence to retrieve their seized property.

The War on Drugs was a ruse to further destroy the middle class and seize assets not only  of drug dealers, but innocent honest taxpaying citizens In 1988, a  law enforcement coalition consisting of the Attorney General and the four county prosecutors and police chiefs proposed that a new, uniform forfeiture law be enacted H.B. No. 2080, which represented a combination of current federal forfeiture law, the forfeiture act adopted by the State of Arizona in 1986.

The stated  purpose was to create a law which would be both procedurally and substantively comprehensive and, to the extent possible, uniform across the States providing for administrative forfeitures and judicial forfeitures against individuals and property including  a provision by which forfeiture of personal property worth less than $100,000, or forfeiture of any vehicle or conveyance, regardless of value, is administratively processed.

Previously, all forfeitures were handled through judicial proceedings.  The guise of the implementation of this fraud was that it would reduce the consumption of judicial resources even where the forfeiture was uncontested.

As anarchist mobs across the country protest the murder of Freddie Gray and decades of police brutality by looting and vandalizing, causing damage and lost revenues to businesses and municipalities in their wake, prosecutors in Baltimore, Maryland have deemed the death of Freddie Gray a homicide.

Thank God.

Can you imagine what would chaos would erupt if there was any other decision?

In any case, this news should hopefully quell the savage beasts of burden for a while, until the next excuse to rape and pillage reveals itself.

If only these brain dead anarchists had a little tolerance and patience, Baltimore and other poor neighborhoods could have avoided further economic decline and being turned into burned out war zones.

But no.

Why is it when a black man is murdered by cops the first reaction is to go out and loot, pillage and burn down the neighborhood?

What is with that?

I’ll tell you. Demoralization. Demoralization is the urban model for moral decay. Broken families, crime and poverty are the trinity of social demoralization.

Did you know, more whites are killed by cops than blacks.

Oh yes. At a rate of about 2-1. For some reason, the mainstream media ignores this fact. As do the agitators like Al Sharpton and all of the other blow hards.

Do you see whites– even the poorest whites, looting and burning down their neighborhoods when a black cop kills a white? No. Why is that?

The answer: Pavlovian socio-economic control. The intent is to create a permanent underclass which grows each year. Creating a neo-fuedal two class caste system. Rich and poor.

This is the goal. It is generations old in planning and will continue until it succeeds or We the People stop it.

The agitators and agenda spin doctors have used this same model since Watts riots of 1965.

Clearly, the powers that be, the same forces behind the scenes in 1965– are invoking Saul Alinsky and the leftist ideology forged by husband and wife Columbia University sociology professors Richard Cloward and Frances Fox Piven in 1966.

The Cloward-Piven strategy advocates an overburdening of the welfare system to create social change through poverty.

And now today, 49 years later, in true Karl Marx and Alinksy fashion, Mayor Stephanie Rawlings-Blake ordered police to allow rioters to loot saying, “Let them loot, it’s only property”.

Do you hear the bells yet? Are they ringing? The agitators or more accurately, the operatives for the Order, want more Detroit’s and Stockton, California’s.

These forces behind the scenes at the Council on Foreign Relations and the Bilderberg Group want the deindustrialization of America to continue.

They have partnered for this goal since 1954.

History proves America is indeed on the path they have envisioned, controlled by the global elite and ruled by a one world, totalitarian socialist government.

We are well in the thick of it already, but there is still time to resist and restore Our republic and take back Our country from the traitors and criminals who have hijacked it.

In truth, many have been oppressed by a social welfare system that keeps them dumbed down and in poverty, and this too is by design. After $20 trillion spent on the war on poverty, poverty levels are exactly where they were in 1964.

But the dollar buys less now, doesn’t it? Isn’t that true?

We can all thank the Rockefeller and Carnegie Foundations for their stellar achievement in creating a permanent poverty class to exploit.

You see, welfare, worker’s comp and unemployment compensation systems are all managed through banks. Did you know that?

This is why the elite love socialism and communism. Government spending. They love it that way! This is why they cherish the poor and champion their plight with philanthropic endeavors that mask the true hidden agenda of socio-economic control.

Freddie Gray’s murder is a symbol, a metaphored mirror image reflecting more than forty years of long bottled up emotions.

Yes, the anger and rage felt by the black community is greatly justified, but those in the community creating mayhem are not part of the solution, like social welfare programs, which puts a band-aid on a broken limb, they are in fact, part of the problem.

God help us all, if the officers involved are not fired and convicted, for they will further destroy their own neighborhoods and invoke the wrath of the Police State.

Forces behind social welfare date back long ago, long before 1964. As far back as 1913 when Communist Edward Mandel House, who was President Wilson’s Svengali concocted the scheme of social welfare to enslave the American people.

For the record, Edward Mandell House and Senator Nelson Aldrich were the main forces behind the Federal Reserve Crime Syndicate swindle sold to the sheeple as a way to stablize markets and prevent recessions and depressions.

Of course, as with all things New World Order, the results are always the opposite of the promises to the sheople. It is time we wake up.

These programs were and are meant to deceive the American public and make them believe they are giving the poor a hand up when in reality they are slapping a handcuff on them and keeping them down while they pull you and I with them.

But once again the racist agitators and propaganda dividers stir the pot. An earlier report from The Washington Post noted that Gray may have caused his own injuries. After all, he was asthmatic and it is reported he suffered from seizures.

However, without any video evidence, the “hands up don’t shoot” crowd will not be satisfied, so we are all lucky it was determined that Freddie Gray was murdered.

While police brutality and a rising police state continues to be a major problem here in the US, the racial agitators like Al Sharpton and others are the real threat to American’s safety by staging agenda based riots disguised as protests.

So far, Police have showed enormous restraint to the rioters, but at this time, there are still protests and riots fermenting across the country.

Coincidentally, if you believe in coincidences, the Feds are preparing for civil unrest with the Jade Helm 15 urban warfare martial law training drills scheduled for July in nine states: Texas, Arizona, New Mexico, California, Nevada, Utah, Colorado, Mississippi, Florida and Louisiana.

Is it a coincidence that the Obama regime and all of the democratic controlled states are basically allowing the inmates to run the asylum? Time will tell.

Obama did give the rioters a slight media tongue lashing, but in my view that was for the cameras. I believe there is a working agenda to create civil unrest in America and justify Martial Law.

After all my friends, when people have nothing left to lose, they lose it.

This is what is on the horizon of the New Amerika.

The poorest states, based on per capita income, are, from first to last: Mississippi, Arkansas, Tennessee, West Virginia, Louisiana, Montana, South Carolina, Kentucky, Alabama, and North Carolina. Of these, exactly halfArkansas, Kentucky, Montana, North Carolina, and West Virginiahave Democratic governors and three have Democratic majorities in the lower house of their legislature, so these state governments.

The more important factor is not the economic ranking of states at a specific point in time, but the overall trends. The economic performance of blue states and red states during the Obama regime clearly favors conservative red states.

Since the 2008 economic crisis and the ongoing Great Recession, Liberal democrat states have experienced lower growth in jobs. Home prices have fallen further in blue states, and their unemployment rates are higher.

In other words, a dynamic economic analysis of the states casts a far more favorable light on conservative states than static analysis. Since real life is dynamic, not static, conservatives can make the stronger case about which ideologies are best suited to lead the way to greater prosperity.

Socialism simply doesn’t work. It enslaves the poor, who foolishly continue to elect more and more radical socialists like Obama to “save” them.

Obama’s policies have had the most negative effect on blacks and minorities, folks who trusted him to bring them out of poverty. But that is not the true goal of Obama and his socialist puppetmasters. They seeks to create a permanent welfare class. So far it is working.

While many Americans are realizing Obama’s many failings as commander in chief, his special interest benefactors have enjoyed huge prosperity. How ironic. And don’t think Bush and any other Republican isn’t towing the same mark. Both sides work for the same agenda while appearing to be in opposition of one another.

The 10 poorest cities are longtime Democratic strongholds. However, liberals rightly cite that the 10 poorest states are predominantly Republican. But why is that? There are several reasons, which are all consequences of past policies dating back as far as 1865.

Well, federal deficits became chronic in the 1960s. What changed in America at that time? Alaska and Hawaii were added to the union in 1959 and 1960, respectively; therefore, the erroneous assertion to follow is that we need only expel those two states from the Union to solve our deficit spending problem. Absurd, right? Similarly, we can’t facilely assume that the lower per capita incomes in the 10 poorest states were caused by Republican policies.

9 of the 10 poorest states either border or are east of the Mississippi River. These states are all concentrated in the South and were all slaveholding states. Their economies focused primarily on producing commodities, whereas the northern states produced more manufactured and capital-intensive goods.

19th Century national policies favored the industrialized North which created much of the friction that led to the Civil War, not slavery.

Slavery was not the main reason the South succeeded from the Union. The man cause was economic inbalance.

The plantations and slaves of the Old South were owned by elitists. Their slave workforce were poorly educated.

After the Civil War, carpetbaggers from the North kicked around the defeated South, further widening the economic gap between the two regions.

One political consequence was that the Deep South was monolithically Democratic for the next century.

Only in the last generation, when the secular socialist counterculture comandeered the Democratic Party, did many Southerners finally bury the distant past and register as Republicans.

In fact, the 9 slaveholding states have been lagging behind the northern states economically for two centuries.

As for Montana, whose people elect dirty Democrats and rat Republicans to statewide office with almost equal frequency, its economic status has a geographical cause.

But make no mistake about it, the rat Republicans are just as filthly as the dirty Democrats.    First off, you must understand that this is not a baseball game with 2 teams.

The truth of the matter is that socialism’s good intentions pave the way to poverty:  Democrat policies are destroying our nation’s cities. More and more are facing bankruptcy like Detroit and Stockton, CA.

If the voters in these and other economically challenged cities are happy being poor and having little to no prospect of leaving poverty, then they are electing the right people. As a rule, proven by more than 50 years of history, Democrat policies create dependancy on government and forge an increase crime and poverty. So much for Johnson’s Great Society.

If residents of these troubled states would like the opportunity to climb out of poverty and build a middle-to-upper class legacy for their families then they could start by electing conservatives whose interest it is to see them prosper. Give a man a fish and you feed him for a day. Teach a man how to fish and he can feed himself for life.

By design, Democrats, who are at the least socialist and at the far left fringes, communists win when the people are poor. Conservatives win when the people prosper.

That is the difference and the simple solution to America’s socio-economic woes. It is called Common Sense, something that sadly, most Americans are severely lacking.

Arizona[edit]

  • 2011: Phoenix police officer Patrick Larrison was suspended without pay for body slamming a 15-year-old girl into a brick wall, who then fell to the cement ground. The incident was caught on video and has received international publicity.[1][2][3]
  • November 5, 2011: Danny Rodriguez, 28, was fatally shot by Officer Richard Chrisman in Phoenix during a domestic disturbance at their home. Rodriguez picked up a bicycle from the living room and Chrisman then shot him twice. Chrisman also shot Rodriguez’s pit bull. Chrisman was charged with second-degree murder, aggravated assault, and animal cruelty. In 2013, Chrisman was convicted of the lesser charge of manslaughter and aggravated assault, and was sentenced to 7 years of prison.[4]

California[edit]

  • July 17, 1934: the California National Guard blocked both ends of Jackson Street from Drumm to Front with machine gun mounted trucks to assist vigilante raids, protected by SFPD, on the headquarters of the Marine Workers’ Industrial Union and the ILA soup kitchen at 84 Embarcadero. Moving on, the Workers’ Ex-Servicemen’s League’s headquarters on Howard between Third and Fourth was raided, leading to 150 arrests and the complete destruction of the facilities. The employer’s group, the Industrial Association, had agents riding with the police. Further raids were carried out at the Workers’ Open Forum at 1223 Fillmore Street and the Western Worker building opposite City Hall that contained a bookstore and the main offices of the Communist Party, which was thoroughly destroyed. Attacks were also perpetrated on the Workers’ School at 121 Haight Street and the Mission Workers’ Neighborhood House at 741 Valencia Street.[18] This brought to an end the 1934 West Coast waterfront strike.
  • December 25, 1951: Roughly fifty Los Angeles Police Department officers participated in the beating of seven Latino men at a police station. This so-called Bloody Christmas event was depicted in James Ellroy‘s L.A. Confidential.
  • May 13, 1960: A large group of students and citizens fire-hosed down the marble steps inside San Francisco City Hall rotunda by the SFPD for protesting their exclusion from HUAC hearings, 52 arrests.
  • 1986: Michael Zinzun became involved in a scuffle with police when attending the scene of an arrest, and was permanently blinded in one eye. He won a $1.2 million settlement as a result.[5]
  • October 6, 1989: In response to a small, peaceful protest by the AIDS activist group ACT UP San Francisco, more than 200 SFPD officers descend on the Castro, the city’s main gay neighborhood, on a busy Friday evening. Declaring the entire commercial district to be an unlawful-assembly zone, officers sweep all pedestrians from the streets and sidewalks over a seven-block area and prevent patrons from exiting businesses and residents from leaving their homes for an hour or more. More than 50 individuals are arrested, and a number of protesters and passersby are clubbed and injured by police officers. Following the event, the Office of Citizen Complaints, the city’s independent police review board, determines that the crackdown had been ordered by Deputy Chief Frank Reed and that half of all officers on duty had taken part. The San Francisco Police Commission ultimately disciplines several officers, and the city pays $250,000 to settle two civil suits brought by victims of the police misconduct. The police action comes to be known as the Castro Sweep Police Riot.[49]
  • March 3, 1991: Rodney King‘s arrest and beating by officers of the Los Angeles Police Department was videotaped by a bystander. Four law enforcement officers—Stacey Koon, Laurence Powell, Timothy Wind, and Theodore Briseno—were charged locally with assault and other charges, of which they were acquitted, leading to the 1992 Los Angeles riots. King accepted a $3.8 million settlement in his civil lawsuit against the city, while the officers were later charged in federal court of violating King’s civil rights. Two of them were convicted.[6]
  • August 25, 1995: Wayne Calvin Byrd II along with four other associates were beaten and arrested by the Los Angeles Police Department‘s CRASH unit in the Marina Del Rey community of West Los Angeles.[7] Although attempts were made by the City of Los Angeles to settle the case, several Pacific Division Los Angeles Police Department officers, including Officer Ramirez, Officer Villalpando, Officer Damiano, and Officer Williams were found guilty of various civil rights violations, including false imprisonment.[8] All charges against the four victims were eventually dropped.
  • October 12, 1996: Javier Ovando was shot and paralyzed by LAPD Officer Rafael Pérez and his partner Nino Durden. The two officers planted a gun on the unarmed gang member and testified that Ovando shot first. The truth was revealed in 1999 as part of the Rampart investigation, and in the largest police misconduct settlement in city history, Javier Ovando was awarded $15 million in November 2000.[9]
  • June–July 2000: A string of incidents of police misconduct by a group of officers from the Oakland Police Department known as “the Oakland Riders” came to light.[10] 119 people pressed civil rights lawsuits for unlawful beatings and detention, ultimately settling for $11 million with an agreement that the Oakland Police Department would implement significant reforms.[11] Although all of the police officers involved were terminated, three were later acquitted of criminal charges while one fled to Mexico to avoid prosecution.[12]
  • July 6, 2002: Video footage taken by videographer Mitchell Crooks showed 16-year-old Donovan Jackson being beaten by officers from the Inglewood Police Department.[13] In the video, Officer Jeremy Morse is seen repeatedly punching Jackson, and then picking him up and slamming him down on the back of a police car.[14] To date, legal settlements have cost the city of Inglewood over $3 million.[15] Morse was terminated and charged with assault, but the charges were dropped after two trials ended with hung juries. His partner, Officer Bijan Darvish, was suspended and charged with filing a false police report, but acquitted by a jury.[16]
  • February 17, 2004: Rodolfo “Rudy” Cardenas, 43, was shot and killed by Bureau of Narcotic Enforcement agent Michael Walker in downtown San Jose. Walker mistook Cardenas for a wanted fugitive, and shot him during a foot chase. Walker was charged with voluntary manslaughter but was found not guilty.[17] In 2006, Cardenas’ family received $1 million from a federal civil rights lawsuit.[18]
  • December 23, 2004: Juan Herrera was shot and killed by Officer Ron Furtado after a car pursuit in Buena Park, California. Officer Furtado claimed that Herrera was reaching for a gun. Herrera’s family sued and hired a forensic expert who was prepared to testify otherwise. However, the city settled with the Herrera family for $5 million. Officer Furtado was not charged.[19]
  • January 1, 2009: Oscar Grant was shot in the back and killed by BART Police Officer Johannes Mehserle while on the ground at a train station in Oakland, California. Initially charged with second-degree murder, Mehserle was found guilty of involuntary manslaughter. He made an apology to Grant’s family while he was on trial. On November 5, 2010, Mehserle was sentenced to two years, minus time served, with the possibility of being paroled after about 1 year.[20] Mehserle was released on June 13, 2011 after serving 11 months. Grant’s family accepted a $1.5 million settlement from the city.
  • May 13, 2009: Officers from the El Monte Police Department were involved in a vehicle pursuit of suspect Richard Rodriguez. Rodriguez stopped, exited the car, and ran. Shortly afterward, Officer George Fierro cornered him at a dead-end street. It is alleged that when Rodriguez laid on the ground, Fierro kicked him in the head and gave a high-five to three other officers who arrived immediately afterward. The entire incident was captured on video and later publicized. Fierro was subsequently suspended.[21]
  • July 5, 2011: Kelly Thomas was a 37-year-old homeless man suffering from schizophrenia and living on the streets of Fullerton, California. He was fatally beaten by members of the Fullerton Police Department. He died from his injuries on the 10th of July 2011. Unarmed and mentally ill, Thomas was shocked with tasers and beaten with flashlights by up to six police officers. An investigation into the beating has been launched and the FBI has become involved. A protest over the beating was held outside the Fullerton Police Department on 18 July 2011.[22] Four officers have been suspended and two have been charged with second degree murder and manslaughter. Proceedings concluded on January 13, 2014 with both Manuel Ramos and Jay Cicinelli being found not guilty of any criminal charges.
  • November 18, 2011: UC Davis pepper-spray incident. During an Occupy movement protest at the University of California, Davis campus, a group of protesters who were seated on a paved path were pepper-sprayed by UC Davis Police officer John Pike. On September 26, 2012, The University of California announced its decision to offer $30,000 to each of 21 plaintiffs who were pepper-sprayed by John Pike, according to a proposed settlement of a class-action lawsuit. UC Davis Chancellor Linda P.B. Katehi apologized to the students, saying that the police had acted against her orders for there to be no arrests and no use of force.[23][24]
  • April 4, 2014: Former West Sacramento police officer Sergio Alvarez was sentenced to 205 years on 18 counts of kidnapping and sexually assaulting women while he was on duty during the “graveyard shift.” In a letter to the court, Alvarez’s estranged wife Rachael Alvarez stated: “Sergio Alvarez was the fire that destroyed my family’s home,” while West Sacramento Mayor Christopher Cabaldon described the crimes as “reprehensible.” The 38-year-old Alvarez was sentenced by Judge Timothy Fall for “forced oral copulation and rape,” kidnapping, and “rape and oral copulation under color of authority.”[25]
  • July 1, 2014: California Highway Patrol officer Daniel Andrew repeatedly punched Marlene Pinnock, a 51-year-old bipolar woman, near the side of a freeway in Los Angeles. In September 2014, Pinnock received $1.5 million after a lawsuit was settled against the CHP, and Andrew agreed to resign from his job. Criminal charges against Andrew are pending.[26]

Colorado[edit]

  • September 1999: a Denver Police SWAT team performed a no-knock raid on the home of 45-year-old Mexican national, Ismael Mena, believing there to be drugs in the house. Police said that Mena pulled a gun on officers and opened fire, necessitating deadly force be used. Allegations of a police coverup of the shooting were never substantiated. Information from Mexican authorities indicated that Mena was a suspect in a homicide there. No drugs were found on the premise. Media and critics of the police department’s handling of the situation have pointed out inconsistencies in officers’ stories.[27] Joseph Bini, the officer who gave the address to the SWAT team, was charged with first-degree official misconduct, and sentenced to 12 months probation. The city of Denver later settled a lawsuit filed by Mena’s family out of court for the amount of $400,000.
  • April 2008: 16-year-old Juan Vasquez ran from members of the Denver Police Department and hopped several fences, an officer shouted for him “to stop or he would shoot him in the back.” The officer then threw his flashlight, hitting Vasquez “with such force that it shattered on impact,” When Vasquez fell in the alley, the first officer jumped on his back and sat there while the officers punched and kicked Vasquez as he “begged” them to stop. Two of the arresting officers testified that Officer Charles Porter began jumping up and down on the teen’s back while he was handcuffed and lying face-down on the ground. Vasquez, who is 5-foot-6 and 130 pounds, was hospitalized with a lacerated liver, a ruptured spleen, damage to both kidneys and bruised or fractured ribs. He spent three days in intensive care handcuffed to the bed. Officer Porter was charged and acquitted of felony assault charges. He was the only witness at his defense and claimed the other officers who testified against him had caused the injuries during the arrest and had conspired to pin the blame on him. Vasquez filed a lawsuit for 1.3 million dollars, and the city settled for “just under $1,000,000”.[28][29]
  • January 2009: Alexander Landau and his passenger Addison Hunold were pulled over for an illegal left turn. Officer Randy Murr asked for consent to perform a search of the vehicle. Landau asked to see a warrant, and Officer Murr responded by punching him in the face and knocking him to the ground. Officer Murr, along with officers Ricky Nixon and Tiffany Middleton, then proceeded to beat him for several minutes with police radios and a flashlight. After the beating had stopped, Landau heard one of the officers say, “Where’s that warrant now, you fucking nigger?”. By the time the incident went to court, Officer Murr had been fired because of his involvement in the beating of Michael DeHerrera. Officer Nixon had been fired as well, due to his involvement in an incident at the Denver Diner wherein women were clubbed and maced. The City of Denver agreed to settle the case and gave Landau $795,000.00.[30]
  • July 2010: Denver police officers’ use of force resulted in the death of Marvin Booker, according to the federal lawsuit won by Booker’s family that resulted in $4.65 million being awarded by a jury in October 2014.[31]

Connecticut[edit]

  • December 29, 1998: In New Milford, 19-year-old Franklyn Reid was shot and killed by officer Scott Smith during a foot chase. Smith was charged with murder in Reid’s death, and was found guilty of manslaughter in 2000. He was initially sentenced to six years in prison, but the conviction was appealed, and Smith pleaded no contest to misdemeanor criminally negligent homicide in 2004, and received two years of probation.[32][33]

Florida[edit]

  • January 29, 2008: Quadriplegic Brian Sterner was dumped from his wheelchair as he was being booked for an alleged traffic violation at the Hillsborough County, Florida Sheriff’s Office jail facility. Surveillance video showed Sterner tumbling to the floor and officers searching his clothing as he lay prone.[34][35] The video raised concerns about police treatment of the disabled after being widely circulated on news channels and YouTube.[36] After the video was publicized, the deputy responsible resigned and was charged with felony abuse on a disabled person. Charges were dropped when she agreed to a plea bargain in which she would perform 100 hours of community service with the disabled and agree never to work in law enforcement again. Several other deputies were suspended without pay, and one supervisor was fired for not reporting the incident.

Georgia[edit]

  • November 21, 2006: Kathryn Johnston, an 92-year-old Atlanta woman, was shot and killed by police officers who had entered her home with a no knock warrant that had been based on false information.[37] She had fired one shot over the heads of the police, who she assumed were intruders, when they knocked down her door.[38] Those responsible later admitted to planting marijuana in Johnston’s house and submitting cocaine into evidence, lying that it had been bought there.[39] Two of the three officers involved would eventually plead guilty to charges including manslaughter.[39] The three were sentenced to five, six, and ten years in prison.[38]

Illinois[edit]

  • October 7, 2009: 15-year-old Marshawn Pitts, who is an intellectually disabled student, was beaten by Dolton police officer Christopher Lloyd at a school for special needs children Pitts attends and Lloyd works at. The assault was caught on surveillance cameras. Lloyd said that he ordered Pitts to tuck in his shirt and Pitts had cursed at him and was acting belligerent. Pitts, however, said that he did not understand what Lloyd was saying and Lloyd proceeded to slam him against the wall, repeatedly punch him in the face, and hold his face onto the floor, breaking his nose and preventing him from breathing. Several students and teachers had to physically bring Lloyd off of Pitts. Lloyd was placed on administrative leave and later resigned.[40]
  • June 7, 2011: Flint Farmer was fatally shot three times in the back by Chicago police officer Gildardo Sierra. Sierra and a partner had responded to a domestic disturbance call allegedly involving Farmer. When confronted by the police, Farmer fled. Sierra shot at Farmer multiple times, hitting him in the leg and abdomen. Publicly available police video shows Sierra circle the prone Farmer as three bright flashes emit from approximately waist level.[41] The coroner who performed the autopsy on Farmer reported that Farmer could have survived the shots to the leg and abdomen, but any of the three shots through the back would have been fatal.[41] Although the Chicago police department ruled the shooting justified, by October 23, 2011 Sierra had been stripped of his police powers and the FBI had opened an investigation into the incident.[42]
  • March 13, 2013: 47-year old Cassandra Feuerstein suffered serious facial injuries after being forcibly thrown into a holding cell by Skokie police officer Michael Hart. Hart was later charged with aggravated battery and official misconduct.[43]

Louisiana[edit]

  • March 22, 1990: During a shootout, Adolph Archie, an African American killed a white officer, Earl Hauck in downtown New Orleans. Moments later a security guard shot Archie in the arm and he was taken into custody by police officers. As the prisoner was driven from the scene in a patrol car, angry officers could be heard on the police radio cursing and calling for him to be killed. The demands were heard all over New Orleans. When the car carrying Archie arrived at a hospital, a mob of screaming officers was there to meet it. No superior officers dispersed the mob. For reasons that have never been satisfactorily answered, Adolph Archie was not taken into the hospital, but was driven to a station house in the precinct of the officer he had killed. There he was fatally beaten. No officer was ever charged in connection with Archie’s death.[44] A settlement of $333,000 was eventually reached between Archie’s family and the city, with one-third of the sum going to the family of the fallen officer.[45]
  • September 2, 2005: Henry Glover was shot to death and his body was burned by New Orleans police officers following Hurricane Katrina. Glover was near a strip mall and mistaken for an armed looter when officer David Warren shot him. Glover was taken by a bystander to a nearby school for medical attention where other officers set fire to a car containing Glover’s body. Several officers received lengthy sentences for burning Glover’s body and the subsequent cover-up. Officer Warren was initially sentenced to 25 years in prison for manslaughter, but on appeal received a new trial which has yet to begin.[46]
  • September 4, 2005: A deadly police shooting occurred on the Danziger Bridge in the aftermath of Hurricane Katrina in 2005. Six days after the hurricane, seventeen-year-old James Brissette and forty-year-old Ronald Madison were killed in the gunfire, and four other civilians were wounded. All victims were unarmed. Madison, a mentally disabled man, was shot in the back. Members of the New Orleans Police Department coordinated and fabricated a cover-up story for their crime, falsely reporting that seven police officers responded to a police dispatch reporting an officer down, and that at least four people were firing weapons at the officers upon their arrival. The officers also planted a gun at the scene to make it seem the civilians were armed.[47] On August 5, 2011, a New Orleans Federal Court jury found five police officers guilty of a myriad of charges related to the cover-up and deprivation of civil rights.[48]
  • October 9, 2005: Robert Davis was filmed in an altercation with New Orleans police officers. In the video, Davis is punched in the head several times by the officers and kicked as he laid on the ground covered in blood. An Associated Press reporter was also assaulted by one of the officers. Two officers were later fired and one was suspended when they were charged with battery as a result of the incident.[49] However, charges were dropped against two officers and one committed suicide pending a trial.

Maryland[edit]

  • June 25, 2003: Albert Mosely was arrested for a probation violation and transported to the Baltimore Police Department’s Western District stationhouse, where he became involved in an altercation with Officer Bryan Kershaw. Mosely was still handcuffed when Officer Kershaw picked him up and threw him into the concrete wall of a holding cell. Mosley was rendered quadriplegic, sued the city, and was awarded $44 million in damages. The city appealed and the suit was eventually settled for $6 million.[50][51]
  • June 5, 2008: Tyrone Brown, a United States Marine, was fatally shot by an off-duty Baltimore police officer, Gahiji Tshamba. After partying at a night club, Brown made a sexual advance toward Tshamba’s girlfriend. Tshamba pushed Brown away and shot him. Tshamba claimed Brown was being aggressive and he was in fear for his life. However, witnesses said that Brown was turning to leave when Tshamba shot him. Tshamba was subsequently convicted of manslaughter and sentenced to 15 years in prison.[52][53]
  • 2011: Baltimore police officer Anthony Williams assaulted and severely injured Antoine Green. Williams was convicted by a jury of assault and hindering the investigation that followed.[54][55]
  • 2012: District Heights Sgt. Johnnie Riley shot handcuffed motorcyclist Calvin Kyle during a traffic stop. Kyle was paralyzed from the waist down. Riley was found guilty of assault and using a handgun during a violent crime. He was sentenced to 5 years in prison.[56]
  • 2012: Baltimore police officers wrongfully beat Ashley Overbey in her own home after she reported a burglary in progress, according to her lawsuit that was settled for $63,000.[57]
  • 2013: Baltimore police officers wrongfully shot Odatei Mills, according to his lawsuit that was settled for $1 million.[58]
  • 2000’s: A Baltimore police officer wrongfully assaulted and injured an 87-year-old woman, according to her lawsuit that was settled for $95,000.[59]
  • 2000’s: A Baltimore police officer wrongfully assaulted and injured a pregnant woman, according to her lawsuit that was settled for $125,000.[60]

Michigan[edit]

  • November 5, 1992: In Detroit, Michigan, Malice Green died while in police custody after being arrested by Detroit police officers Walter Budzyn and Larry Nevers during a traffic stop. Green allegedly failed to relinquish a vial of crack cocaine. Nevers struck Green in the head with his flashlight approximately fourteen times during the struggle which, according to the official autopsy, resulted in his death. An Emergency Medical Service (EMS) worker arrived on the scene and sent a computer message to his superiors asking, “(W)hat should I do, if I witness police brutality/murder?” Other officers and a supervisor arrived but did not intervene to stop the beating. Green had a seizure and died en route to the hospital. The official cause of death was ruled due to blunt force trauma to his head. Both officers were convicted of second degree murder, but in a retrial (due to juror misconduct), they were convicted of involuntary manslaughter.[61][62]

Minnesota[edit]

  • April 2, 2005: Al Hixon was handcuffed, pepper-sprayed in his eyes and nostrils, and arrested by Golden Valley Police for robbery. While the 911 transcript reveals that the Golden Valley police had twice been informed that a white male in a white van had robbed a local bank, two Golden Valley police officers proceeded rapidly to a nearby gas station and arrested Mr. Hixon, a dark-skinned black man, who was refueling his Jaguar automobile. Despite being informed twice that the robber was white, the officers arrested Hixon for the crime. The charges were dropped when they realized their mistake. Hixon was awarded the largest police brutality punitive damages in Minnesota history by a jury. No discipline was taken against the officers.[63]

Mississippi[edit]

  • May 14, 1970: Phillip Lafayette Gibbs, 21, and James Earl Green, 17, were shot and killed and twelve others injured as police attempted to disperse about 100 protesting black students near the campus of Jackson State University in Mississippi. Known as the Jackson State killings, the incident was overshadowed in the media by the Kent State shootings in which four white students were killed by the National Guard about a week earlier. A memorial to the two dead students has since been erected on the Jackson State campus.[64]
  • February 4, 2006: Jessie Lee Williams Jr. died of brain trauma after being beaten by jailer Ryan Teel during booking at Harrison County, Mississippi jail. Teel was later found “guilty of conspiring to deprive inmates’ rights, using unnecessary, excessive force in Williams’ fatal beating, and obstructing justice by writing a false report.”[65] In the civil lawsuit which ensued, the Williams estate obtained a settlement of $3.5 million from Harrison County.[66]

Missouri[edit]

  • February 5, 2009: Sofia Salva, a Sudanese native was driving to the hospital when she felt she was having a miscarriage. Two Kansas City, Missouri police officers pulled her over for having stolen tags and suspected her to have stolen the car. On the police car’s dashcamera, Salva pleads to the officers twenty times to let her go to the hospital, and one officer can be heard saying, “How’s that my problem?” They eventually take her to jail, where she delivered her baby that lived for a minute. She was then treated at the hospital and returned to jail. The officers were suspended and eventually fired. The city settled a lawsuit brought by Salva.[67]
  • 2015: the U.S. Justice Department released a report that concluded that Ferguson, Missouri’s police officers used excessive force and committed other rights violations against blacks.[68]

Nevada[edit]

  • 2011: Las Vegas policeman Derek Collings was fired for assaulting videographer Mitchell Crooks, allegedly in retaliation for filming his activities. Crooks suffered compound fractures, lacerations, and contusions. He received $100,000 to settle his lawsuit against Colling.[69][70][71]
  • 2011: Las Vegas police officer Jesus Arevalo fatally shot an unarmed man, Stanley Gibson, whose family received a $1.5 million wrongful-death lawsuit settlement. Arevalo became the first Las Vegas police officer to be fired because of a fatal shooting.[72][73]
  • 2013: Las Vegas police officer John Norman was sentenced to two years in prison for sexually assaulting two women in separate incidents while on duty.[74]

New Jersey[edit]

  • May 29, 2009: Police officer Joseph R. Rios III was recorded by a surveillance camera striking 49-year-old schizophrenic Ronnie Holloway in Passaic, with his fist and a baton.[75][76][76] According to Holloway’s attorney his injuries included a torn cornea and extensive bruising to the left side of his body. Rios was put on administrative duty and subsequently suspended. He was acquitted of aggravated assault and police misconduct charges, but has not been reinstated. Holloway’s family accepted a $350,000 settlement from the city.[77][78]

New Mexico[edit]

  • January 24, 2012: Former Doña Ana County, New Mexico prisoner Stephen Slevin,of Virginia Beach, Va., was awarded 15.5 million for the ordeal by a Federal jury he had requested 22 million – one of the largest such awards in US history. Slevin was arrested in August, 2005 and charged with driving while intoxicated and receiving a stolen vehicle. He was jailed and kept in solitary for 22 months without a trial.[79][80] He was finally seen by a judge on June 25, 2007; the judge declared him mentally incompetent and dismissed the charges.[81] According to his lawyer, the car had been loaned to him by a friend. Slevin claimed that while he was jailed multiple requests to see a doctor were denied.[82][83] County officials denied allegations their jail was a ‘rathole’.[81]

  • 1985: Mark Davidson was arrested by NYPD detectives on charges of selling $10 worth of marijuana and taken to the 106th Precinct in the Ozone Park section of Queens, where he was shocked with a stun gun 43 times by Sgt. Richard Pike and Officer Jeffrey Gilbert. In 1986, the two officers were convicted of violating Davidson’s civil rights and sentenced to prison.[85][86]
  • 1994: Anthony Baez died after being arrested by NYPD Officer Francis X. Livoti.[87] A lawsuit filed by the Baez family was later settled for $3 million.[88] Livoti was found guilty of violating Baez’s civil rights in federal court and sentenced to seven years in prison.
  • 1996: Unarmed Nathaniel Levi Gaines was shot in the back by NYPD officer Paolo Colecchia on the train platform at 167th Street and the Grand Concourse. Colechia shot Gaines as he fled down the deserted Bronx subway platform. Coleccia was sentenced to up to 15 years in prison for the killing and was only the third NYPD officer to receive a prison sentence for committing an on-duty homicide.[89]
  • August 1997: Abner Louima was sodomized with a broken broomstick handle while detained in a New York City police station by Officer Justin Volpe. Louima was left bleeding from the rectum in a booking cell. Despite an initial cover-up by various members of the NYPD, Volpe was convicted of assault and sentenced to 30 years in prison.[90] Two officers were convicted of the cover-up while one was acquitted.
  • 1999: Unarmed Guinea immigrant Amadou Diallo was shot 41 times and killed by NYPD officers, who claimed he was reaching for a gun. Diallo’s family received a $3 million lawsuit settlement.[91][92]
  • 2003: Unarmed Ousmane Zongo was shot to death by a plainclothes NYPD officer. The police mistakenly suspected him of being part of a CD theft operation and shot him when he ran. The officer who shot Zongo received five years probation for negligent homicide.[93]
  • 2004: Timothy Stansbury was mistakenly shot and killed by New York City Police Department Officer Richard S. Neri Jr.[94][95] As a result, Neri received a 30-day suspension without pay.[96] Stanbury’s family’s lawsuit over the shooting was settled in 2007 for $2 million.[97]
  • 2006: The Sean Bell shooting incident occurred in Queens, New York City in which three men were shot at a total of 50 times by plainclothes NYPD officers, which resulted in the death of one of the men, Sean Bell, on the morning after his bachelor party, and injuries to the other two men, who were Bell’s guests and friends.[98][99][100] Bell’s family received a $3.25 million lawsuit settlement over his death. The two other shooting victims, Joseph Guzman and Trent Benefield, received respective $3 million and $900,000 sums, for a total of $7.15 million in lawsuit settlements.[101]
  • 2012: Ramarley Graham, 18, was fatally shot in the chest by NYPD Officer Richard Haste in a bathroom of his home. Haste claimed Graham had a weapon although none were found on Graham’s body. In 2015, Graham’s family received a $3.9 million lawsuit settlement from the NYPD.[102]
  • 2014: Unarmed Black man Eric Garner was strangled to death by Officer Daniel Pantaleo while several other officers held him down. Despite the entire event being caught on camera, no officers were charged with any crime.

Oklahoma[edit]

  • May 24, 2010: Maurice White, an emergency medical technician (EMT), was assaulted by Oklahoma Highway Patrol Trooper Daniel Martin.[103] In the dash camera video,[104] Martin pulled over the ambulance for failing to yield (it turned out that there was a patient inside), claiming that the driver flashed an obscene finger gesture at him. White tried to explain to him that they needed to get to the hospital but Martin ordered him back into the ambulance. When White again asked to go to the hospital, Martin tried to arrest him and put him in a chokehold when White resisted. Eventually, another officer convinced Martin to let them go to the hospital. Martin claimed White assaulted him, but the cell-phone video contradicted that. Martin was suspended for five days and ordered to undergo anger counseling. White filed a lawsuit against Martin for violating his civil rights.[105]

Ohio[edit]

  • 1997: A Cincinnati police officer wrongfully fatally shot mental patient Lorenzo Collins, according to Collins’ family’s lawsuit that was settled for $200,000.[106]
  • 1999: Cincinnati police officer Brent McCurley wrongfully shot Michael Carpenter nine times, killing him, according to Carpenter’s mother’s lawsuit that was settled for $700,000.[107][108]
  • 1999: Cincinnati police officer Robert Hill wrongfully assaulted and seriously injured 68-year-old Alzheimer’s patient Robert Wittenberg, according to his lawsuit that was settled for $700,000.[109]
  • 2001: Sixteen brutality lawsuits filed against Cincinnati police officers over their handling of a 2001 race riot were settled for $4.5 million in 2003.[110][111]
  • October 20, 2006: Hope Steffey called 911 for help after being assaulted by her cousin. Deputies from the Stark County Sheriff’s department arrived, arrested her and brought her into custody. There, she was stripped naked by both male and female deputies and left in a cold cell and without a blanket without medical attention for injuries sustained during the ordeal.[112] Deputies claimed that she had answered a series of questions in a way that led them to believe she was suicidal, a claim Steffey denied.[113] When the video was publicized, several women came forward, claiming abuse and harassment from deputies. In 2009, the county and sheriff’s department settled lawsuits brought by Steffey and other women for $200,000. The Stark County Sheriff’s Department denying any wrongdoing.[114]
  • 2008: SWAT officers from the Lima Police Department raided the home of Tarika Wilson and her six children with an arrest warrant for her boyfriend, a drug dealer. However, upon entering the house, Tarika was fatally shot and her one-year-old son, who was in her arms, was wounded in the shoulder and hand.[115] Officers were looking for Wilson’s boyfriend, who later pleaded guilty to drug trafficking. The officer who delivered the shots claimed that he heard shots from the house and was in fear of his life; it turned out that other officers were shooting at pit bulls that were attacking them. The shooting led to protests and demands that the officer be charged. The officer was acquitted of negligent homicide and misconduct charges by a jury and was allowed to return to work as a police officer, but not patrol the streets. Wilson’s family accepted a $2.5 million settlement from the city.[116]
  • 2009: Ottawa Hills police officer Thomas White shot and paralyzed unarmed motorcyclist Michael McCloskey during a traffic stop. White was fired over the shooting and subsequently found guilty of feloniously assaulting McCloskey, but his conviction was later reversed by the 6th District Court of Appeals, which also ordered a new trial. In 2015, the Ohio Supreme Court upheld the appeals court’s ruling.[117]
  • 2013: Edward Henderson was beaten and injured by Cleveland police after he crashed his van, according to Henderson’s lawsuit against the officers that was settled for $600,000. Henderson suffered a detached retina and broken eye socket as a result of the alleged assault.[118]
  • 2014: The U.S. Justice Department released a report that included 16 examples of what investigators concluded was Cleveland police misconduct (mainly brutality).[119]

Oregon[edit]

  • September 17, 2006: a mentally ill homeless man, James Chasse, was tackled by Portland police officers and a Multnomah County sheriff‘s deputy after he ran away from them and resisted arrest, the officers said. As a result of the subsequent physical confrontation, Chasse sustained internal injuries, including broken ribs. After being taken into custody, Chasse was medically cleared by fire and ambulance personnel. He was then restrained and driven to jail, where nursing staff refused to approve his admission because of his injuries. The officers were told by jail staff to drive him to a hospital across town; he died en route to it. The case was presented to a grand jury, but no criminal charges were filed against the officers. However, Chasse’s family prevailed in a civil suit against the city of Portland. The citizens of Portland were outraged over the treatment of the mentally ill in their city and the US Department of Justice has been involved in an independent investigation of the Portland Police and are currently monitoring their use of force, particularly that used against the mentally ill.[120][121]
  • 2006: white Portland police officers wrongly detained three black men during a traffic stop because of their race – and assaulted and injured one of the men – according to the men’s lawsuit that resulted in a $200,000 jury award (which was to be divided equally among the three plaintiffs).[122]
  • 2007: Portland police officer Leo Besner wrongfully fatally shot mental patient Raymond Gwerder, according to the Gwerder family’s lawsuit that was settled for $500,000.[123]
  • 2011: Portland police officers wrongfully assaulted and seriously injured Jason Cox during a traffic stop, according to his lawsuit that resulted in a $562,000 jury award to him.[124]

Pennsylvania[edit]

  • 1985: Philadelphia police officers dropped a mixture of civilian and military explosives on a homemade wooden bunker built on the roof of the Osage Avenue house occupied by members of the radical group MOVE. The two bombs dropped from a helicopter ignited a massive fire that killed 11 occupants of the house and destroyed dozens of nearby houses, leaving over 250 people homeless.[125][126][127]
  • 1988: Philadelphia police officers beat Tracy McDaniel, who received an $850,000 lawsuit settlement over the assault.[128]
  • 1990: Philadelphia police officers allegedly beat David B. Hayes with nightsticks, causing him permanent brain damage. Hayes received $500,000 to settle his lawsuit against the officers.[128]
  • 1991: five Upper Darby policemen were convicted in federal court of violating the civil rights of two residents, a father and son. Each of the officers was found guilty on several counts involving felonious assault, false arrest and malicious prosecution. The officers, Sgt. Peter Rorke, Gary Vinnacombe, Dennis Keegan, Paul Kelly and Richard Smythe, were sentenced to prison.[129][130][131][132][133]
  • 1994, Philadelphia police officers recklessly drove an unrestrained Gino Thompson in their van, causing him to fall, which resulted in Thompson’s spine being severed. Thompson sued and settled for $600,000.[128]
  • 1995: Six Philadelphia police officers from the same district were convicted of assaulting, robbing and framing 40 black people. The 39th District corruption scandal attracted international attention.[134][135][136]
  • 1995: Jonny Gammage, cousin of then-Steeler lineman Ray Seals, died from suffocation while fighting with five police officers during a traffic stop in Brentwood, near Pittsburgh.[137] Gammage’s family received a $1.5 million lawsuit settlement over his death.[138]
  • 1996: Philadelphia police officers wrongfully beat mental patient Anthony DiDonato to death, according to DiDonato’s family’s lawsuit that was settled for $1.1 million.[139]
  • 1997: Philadelphia police lieutenant George Holcombe wrongfully and fatally shot Christopher Adams, according Adams’ family’s lawsuit that was settled for $750,000.[140]
  • 2003: Philadelphia police officer Kenneth Fleming wrongfully and brutally assaulted a minister, profoundly injuring him, according to the minister’s lawsuit that was settled for $750,000.[141][142][143]
  • 2003: Philadelphia police officer Walter Helinsky was convicted of sexually assaulting a 13-year-old girl multiple times, on certain occasions whilst on duty. Helinsky was sentenced to up to 13 years in state prison.[144][145][146]
  • 2006: a federal jury ordered two former Philadelphia policemen, James Fallon and Timothy Carre, to pay $8.3 million to a female stripper whom the two had (on November 14, 2003) pleaded guilty to sexually assaulting while on patrol duty in December 2002. The stripper was one of nine women who had filed sex abuse-related complaints against the two officers.[147][148]
  • 2007: Philadelphia police officer Thomas Tolstoy sexually assaulted two women while he was on duty, according to the women’s lawsuits that were settled for $227,500.[149][150][151]
  • 2007: Philadelphia police officer Thomas Ohm wrongfully and fatally shot mental patient Reora Askew five times, including twice in the back, according to the lawsuit of Askew’s son, Marcus, which was settled for $500,000.[152]
  • 2007: Philadelphia police officer Stephen Szczepkowski wrongfully and fatally shot unarmed 21-year-old Bryan Jones, according to the Jones’ family lawsuit that was settled for $1.2 million.[153]
  • 2008: Several Philadelphia police officers were videotaped beating three compliant black men during a traffic stop. The three men successfully sued the officers over the incident, settling out of court.[154][155] The three men were arrested but subsequently acquitted by a jury.[156]
  • 2008: Philadelphia police officer Thomas Schaffling wrongfully assaulted and seriously injured a man, according to the man’s lawsuit that was settled for $231,000.[157]
  • 2008: Philadelphia police officer Shamaya Allen-Bullock wrongfully and fatally shot Ricky Howard while he was fighting off an armed robber, according to Howard’s family’s lawsuit that was settled for $460,000.[158]
  • 2010: Philadelphia police officer Malaika T. Mebane was convicted of charges related to the sexual assault of a prisoner and sentenced to two to four years in state prison.[159][160]
  • 2010: Philadelphia police officer Eric Burke severely assaulted Dr. Anthony Abrams, permanently damaging his eye socket and vision, according to Abrams’ lawsuit that was settled for $285,000.[161][162][163]
  • 2010: Philadelphia police officer Jimmy Leocal beat community activist Askia Sabur. Sabur received $850,000 to settle his lawsuit against Leocal and the Philadelphia Police Department.[164][165]
  • 2011: Philadelphia police officers recklessly drove an unrestrained James McKenna in their police van, severely injuring him in the process. The lawsuit was settled for $490,000 in September 2014.[166]
  • 2011: Philadelphia police officers brutally beat and tasered Kahlif Snowden, which caused debilitating injuries according to his father’s lawsuit that was settled for $2.5 million.[165][167]
  • 2011: Philadelphia police officers wrongfully killed mental patient Carmelo Winans, according to two of Winans’ relatives’ lawsuits that were settled for over $400,000.[168][169]
  • 2012: Philadelphia police officer Kevin Robinson brutally assaulted, seriously injured and falsely arrested Darren Trammell, according to Trammell’s lawsuit that was settled for $125,000. Trammell suffered a broken eye socket, permanent vision damage and other injuries. He was cleared of all charges.[170]
  • 2012: Philadelphia police officer Donald Rider wrongfully shot unarmed Vincent Hall, according to Hall’s lawsuit that was settled for $850,000.[171]
  • 2012: Philadelphia police officer Cyrus Mann wrongfully shot unarmed Hassan Pratt three times in the torso, according to Pratt’s lawsuit that was settled for $465,000.[172]
  • 2012: a Philadelphia policewoman wrongfully and fatally shot unarmed Thomas Hennelly, according to his family’s lawsuit that was settled for $325,000.[173]
  • 2012: Philadelphia police officer Kevin Robinson brutally assaulted, seriously injured and falsely arrested Darren Trammell, according to Trammell’s lawsuit that was settled for $125,000.[174]
  • 2012: Two Philadelphia police officers brutally beat, seriously injured and falsely arrested Rodney Handy, according to Handy’s lawsuit that was settled out of court for $85,000.[175][176]
  • 2012: Officer Nicole Murphy brutalized handcuffed Thomas Jason Smith by stunning him three times with a stun gun. As a result, Murphy was fired from the police force in Millvale, a suburb of Pittsburgh, and convicted in federal court of civil rights violations.[177]
  • 2013: a Philadelphia police officer wrongfully shot Jonathan Pickett while he was sitting in the back of a police vehicle, according to his lawsuit that was settled for $1.25 million.[178]
  • 2013: Philadelphia police officers Kevin Robinson and Sean McNight knocked the victim Najee Rivera off his fleeing ATV after they struck him in the head with a baton and hit his ATV with their car while both vehicles were moving. The officers then further beat Rivera, causing severe injuries including permanent vision damage. He was cleared of wrongdoing and received a $200,000 lawsuit settlement. In 2015, Robinson and McKnight were fired (via a 30-day suspension process) and charged with aggravated assault and conspiracy over the incident.[179][180]
  • 2014: six Philadelphia policemen were arrested by federal authorities on corruption and brutality charges. The officers, Thomas Liciardello, Brian Reynolds, Michael Spicer, Perry Betts, Linwood Norman, and John Speiser, were also fired (via a 30-day suspension process.) The six cops allegedly beat, robbed, and framed suspects. Prior to their arrests, the city had already paid over $1 million to settle misconduct lawsuits against them.[181][182][183][184]
  • 2014: Allentown police officer Ryan Alles was fired in 2015 for allegedly feloniously assaulting and injuring two male suspects in separate 2014 incidents. Alles had mistaken one of the men for an armed robber.[185]
  • 2015: On March 23, 2015, a U.S. Department of Justice report on Philadelphia Police Department (PPD) shootings was released. The report recommended that the PPD change its training and policies on the use of deadly force by its officers. The report noted that “Incidents involving discourtesy, use of force, and allegations of bias by [PPD] officers leave segments of the community feeling disenfranchised and distrustful of the [PPD]…”. Many of the report’s findings about police misconduct (mainly brutality) corroborated prior community criticism, independent audits and allegations made in misconduct lawsuits that were victorious or settled out of court. The report said “…our assessment uncovered policy, training, and operational deficiencies in addition to an undercurrent of significant strife between the community and department.”[186][187]

South Carolina[edit]

  • February 8, 1968: The Orangeburg massacre was an incident in which nine South Carolina Highway Patrol officers in Orangeburg, South Carolina, fired into an aggravated but unarmed mob protesting local segregation at a bowling alley, hitting most of them in their backs. Three men were killed and twenty-eight more injured. After the shooting stopped, two others were injured by police in the aftermath and one, a pregnant woman, later had a miscarriage due to the beating.[188]
  • November 5, 2003: Police executed a raid at Stratford High School, forcing students as young as 14 to the ground at gunpoint while drug dogs searched their schoolbags.[189] In July 2006, a settlement of $1.6 million was reached in an ACLU-initiated lawsuit charging police and school officials with violating the students’ right to be free from unlawful search and seizure and use of excessive force.[190]
  • May 2011: In Eutawville, Bernard Bailey, 54, was shot and killed by police chief Richard Combs during a scuffle over Bailey’s daughter’s traffic ticket. In April 2014, Bailey’s family was awarded $400,000 in a civil suit settlement against the town. In December 2014, Combs was indicted on the charge of murder.[191][192]
  • September 3, 2014: In Columbia, 35-year-old Levar Jones was wounded after being shot once and missed three times by Trooper Sean Groubert. Groubert stopped Jones for a seatbelt violation and asked Jones for his driver’s license. After Jones walked to his car to retrieve his license, Groubert fired four shots at Jones, with at least one of the rounds being fired as Jones raised his hands in the air. Later that month, Groubert was fired from his job and charged with assault and battery of high nature. In February 2015, Jones was awarded $250,000 from a lawsuit settlement.[193]
  • April 4, 2015: North Charleston policeman Michael Thomas Slager shot unarmed fleeing suspect Walter Scott eight times in the back, killing him. As a result, Slager was fired and charged with murder. The incident was captured on video and has garnered international publicity.[194][195]

Texas[edit]

  • May 5, 1977: Joe Campos Torres, a 23-year-old Vietnam Veteran had been arrested by Houston police at an Eastside bar for disorderly conduct. Six police officers took Torres to a spot called “The Hole” next to Buffalo Bayou and beat him.[196] The officers then took Torres to the city jail, where they were ordered to take him to the hospital. Instead of taking Torres to the hospital like they were told, the officers brought him back to the banks of Buffalo Bayou, where he was pushed into the water. Torres’ body was found two days later. Two of the officers involved were tried on state murder charges. They were convicted of negligent homicide and got one year probation and fined $1.[197] The two, and another officer were later convicted of federal civil rights violations. They served nine months in prison.

Washington[edit]

  • May 30, 2006: Otto Zehm was beaten to death by Spokane police officers after he was falsely reported to be stealing from an ATM. He was hit multiple times from behind by a baton, tasered, hog-tied and left on his stomach. He was transported to a hospital, where he was pronounced brain-dead and died two days later. None of the officers were disciplined for Zehm’s death. In July 2009, Karl F. Thompson, Jr., the first officer on the scene, was charged with excessive force and falsifying a report.[198] On November 2, 2011, the officer was found guilty on the two counts: excessive force and lying to investigators about the confrontation that led to Zehm’s death.[199]

Wisconsin[edit]

  • October 24, 2004: Frank Jude, Jr. was beaten at a house party while unarmed by three off-duty Milwaukee police officers, Andrew Spengler, Jon Bartlett, and Daniel Masarik. Several other officers, including one on-duty officer, took part in the beating. Jude’s three friends were also assaulted by the officers, including two women who were pushed by the officers for calling 911 on them. All the officers were charged but acquitted by the state court.[200] However, the three officers were later convicted on civil rights violations and assault in federal court. Other officers pled guilty to lesser charges of violating Jude’s civil rights. One officer was acquitted of all charges.[201] Bartlett was sentenced to 17 years, and Spengler and Masarik were sentenced to 15 years in federal prison. The other officers were sentenced from one year to four years in prison.
